Title: Increases Temporary Disability Insurance Benefits

Vote to pass a bill that increases Temporary Disability Insurance benefits and expands coverage in New York.

Highlights:

  • Amends the workers’ compensation law to increase the Temporary Disability Insurance (TDI) benefit and expand coverage for individuals in New York (Sec. 1). 

  • Specifies that the provisions of this bill provide for annual increases to the TDI benefit from January 1, 2026, through January 1, 2029 (Sec. 6). 

  • Requires employers to provide temporary paid family leave coverage for an employee who is a birthing parent and experiences stillbirth until the increased TDI benefit is fully phased in (Sec. 2). 

  • Authorizes employees to take intermittent leave in daily increments or one-fifth of the weekly benefit (Sec. 6). 

  • Establishes updated maximum required contribution rates for employers as follows (Sec. 15):

    • Employees can be charged up to $2.20 per week beginning January 1, 2027; and

    • Employees can be charged 0.5% of their wages, but no more than 40% of the total contributions made by both employees and employers in the previous year, beginning January 1, 2030.

  • Authorizes collective bargaining agreements, in effect as of January 1, 2027, to waive the increased benefit level and contribution rate until January 1, 2030 (Sec. 6). 

  • Specifies that the provisions of this bill shall take effect immediately upon passage and apply to all policies issued, renewed, or modified on or after January 1, 2027 (Sec. 17).
