Title: Prohibits State Funding for Gender-Affirming Care for Prisoners
Vote to pass a bill that prohibits state funding for gender-affirming care for prisoners in Georgia.
Prohibits state funding for gender-affirming care for state inmates in Georgia, including (Sec. 1):
Sex reassignment surgeries or any other surgical procedures that are performed for the purpose of altering primary or secondary sexual characteristics;
Hormone replacement therapies; and
Cosmetic procedures or prosthetics intended to alter the appearance of primary or secondary sexual characteristics.
Defines “state inmate” as any inmate in the custody of the department and for whom the department shall be responsible for the payment of medical care (Sec. 1).
Requires the board of corrections to adopt rules and regulations regarding the procedures and therapies prohibited by this subsection, which shall provide for the following limited instances in which the treatments shall be authorizes, including (Sec. 1):
Treatments for medical conditions where such treatments are considered medically necessary, provided that such condition is not gender dysphoria or the purpose of such treatment is not for sex reassignment;
Treatments for individuals born with a medically verifiable disorder of sex development, including individuals born with ambiguous genitalia or chromosomal abnormalities resulting in ambiguity regarding the individual's biological sex;
Treatments for individuals with partial androgen insensitivity syndrome; and
Hormone replacement therapy treatment for state inmates who were being treated with such therapy prior to the effective date of this Act, provided that the provision of such therapy is solely for the purpose of transitioning off such therapy."
Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the Governor and any previous legislation found in conflict with this bill shall be repealed (Sec. 2-3).
