Vote to pass a bill that establishes Medicaid work requirements in Idaho.

Highlights:

• Establishes Medicaid work requirements for able-bodied residents in Idaho if approved by the federal government (Sec. 2-12).

• Amends, repeals, and adds to existing law to provide that legislative approval is required for certain state plan amendments and waivers (Sec. 2-12).

• Requires that eligible residents for Medicaid expansion receive access to tax credits to buy insurance on the state health care exchange (Sec. 2-12).

• Amends policy changes for the entire Medicaid program including a health care assistance program for low-income earners, people with disabilities, pregnant women, and certain older residents (Sec. 2-12).

• Requires the state to plan to shift the management of Medicaid benefits to private companies, called managed care, and be used by most of the states’ Medicaid programs (Sec. 2-12).

• Repeals use of doctor-managed care, called value care (Sec. 2-12).

• Specifies that if the federal financial match rate for Medicaid expansion reduces outside of a state legislative session, this bill shall direct the Idaho Department of Health and Welfare director to “take any action necessary to offset the increase in state funding,” such as by cutting optional benefits or reducing provider payment rates (Sec. 2-12).

• Specifies that the provisions of this bill shall take effect immediately upon passage and approval by the Governor (Sec. 13).
