Highlights:

• Establishes a schedule of fees to cover the cost of inspecting greenhouses, nurseries, nursery dealers, and nursery stock in Missouri (Sec. 1). 

• Specifies that greenhouse inspections are optional and authorizes any grower of greenhouse plants who deems an inspection necessary to obtain semiannual inspection (Sec. 2). 

• Requires nurseries to be inspected annually to determine whether they are infested with plant pests (Sec. 3). 

• Requires nursery dealers to obtain a registration-inspection certificate annually before selling nursery stock, which shall include the following (Sec. 5):

• The name and address of the place of business;

• A declaration that the nursery will only sell inspected and certified nursery stock; 

• An up-to-date list of the sources from which the nursery dealer obtains stock; and

• An affidavit stating that the nursery dealer will not sell any viable plant portions or seeds of specified invasive plants.

• Specifies that the provisions of this bill related to invasive plants apply to the following species (Sec. 5):

• Climbing euonymus;

• Japanese honeysuckle;

• Sericea lespedeza;

• Perilla mint;

• Burning bush; and

• Callery pear.

• Specifies that the restriction on Climbing euonymus, Japanese honeysuckle, Sericea lespedeza, and Perilla mint shall take effect on January 1, 2027, while those on Burning bush and Callery pear shall take effect on January 1, 2029 (Sec. 5).
