Title: Expands the New York State Fire Prevention and Building Code Council
Vote to pass a bill that expands the New York State Fire Prevention and Building Code Council, effective July 1, 2025.
Requires the State Fire Prevention and Building Code Council to consist of a chairperson, the state fire administrator, and 17 other governor-appointed members (Sec. 1).
Requires the 3 members of the council to be appointed from (Sec. 1):
The commissioners of economic development;
Environmental conservation;
Corrections and community supervision;
Education;
Health;
Labor;
Agriculture and markets;
Mental health and social services;
Office of General Services;
Division of housing and community renewal;
The president of the New York State Energy Research and Development Authority; and
The superintendent of financial services.
Requires 6 members on the council to be appointed from elected officials (Sec. 1):
1 elected official from a city with a population over 1,000,000;
1 elected official from a city with a population over 100,000;
1 elected official from any other city;
1 elected county official;
1 elected town official; and
1 elected village official.
Requires 8 members be appointed by the governor and approved by the state senate to include (Sec. 1):
A fire services official;
A registered architect;
A professional engineer;
A code enforcement official;
A builder representative;
A trade union representative;
An agricultural producer representative; and
An individual with a disability.
Requires the council to meet quarterly at the call of the chairperson (Sec. 2)
Authorizes additional meetings to be held with a 5-day notice of the chairperson or a petition of at least 5 members of the council (Sec. 2).
Requires the council chairperson to appoint an advisory board to provide the council with recommendations (Sec. 3).
Specifies that the effective date of this bill is July 1, 2025 (Sec. 2).
