Title: Establishes Community Energy Facilities and Programs
Vote to amend and pass a bill that establishes community energy facilities and programs in Alaska.
Requires electric utilities to provide a community energy program for any eligible subscriber organization that requests to connect to the utility's energy grid (Sec. 2).
Requires the commission to set credit rates for electric utilities that do the following (Sec. 2):
Reflect the value of community energy facilities;
Ensure these programs don’t raise retail rates; and
Require utilities to credit subscribers for their share of energy output within one billing cycle.
Defines “community energy facility” as a renewable energy source under a utility's tariff that supplies part or all of a consumer’s electricity without being directly connected to their meter (Sec. 2).
Defines “subscriber organization” as a for-profit or nonprofit entity that owns or operates one or more community energy facilities (Sec. 2).
