Title: Amends Solid Waste Management Definitions
Vote to pass a bill that amends solid waste management definitions and establishes definitions of advanced recycling and advanced recycling facilities in Wyoming.
Amends solid waste management definitions and establishes definitions of advanced recycling and advanced recycling facilities in Wyoming (Sec. 1).
Defines “solid waste” to include post-use polymers and recovered feedstocks converted at an advanced recycling facility or held at an advanced recycling facility before conversion through an advanced recycling process (Sec. 1).
Defines “advanced recycling” to mean a manufacturing process for the conversion of post-use polymers and recovered feedstocks into basic hydrocarbon raw materials, feedstocks, chemicals, and other products like waxes and lubricants through processes that include but are not limited to pyrolysis, gasification, depolymerization, catalytic cracking, hydrogenation, solvolysis, and other similar technologies (Sec. 1).
Defines “advanced recycling facility” to mean a manufacturing facility that receives, stores, and converts post-use polymers and recovered feedstocks using advanced recycling (Sec. 1).
Specifies that the provisions of this bill shall take effect July 1, 2024 (Sec. 3).
