Title: Amends and Reforms Certain Regulations Surrounding Building Codes
Vote to override a Governor's veto and pass a bill that amends and reforms certain regulations surrounding building codes in North Carolina.
Amends and reforms certain regulations surrounding building codes in North Carolina, including, but not limited to (Part I-IV, Sec. 1-4):
Changing home and building insulation requirements;
Prohibiting the state from requiring electric water heaters to be elevated;
Reducing the State Building Code Council from 17 members to 13 with 3 appointed by the state House of Representatives, 3 Appointed by the state Senate, and the remaining appointed by the Governor;
Repealing council appointment requirements that 2 members be licensed architects and 3 members be licensed by the general contractors;
Limiting options for energy efficiency and electric vehicles;
Prohibiting state building codes from adopting innovations in construction and mobility that reduce consumer costs;
Repealing subject matter experts from the building code council, including:
Architects;
Active fire service experts;
Coastal experts;
Local government officials; and
Public at-large membership.
Specifies that the provisions of this bill shall take effect January 1, 2025 (Part V, Sec. 5.2).
