Title: Extends Healthcare Coverage

Vote to pass a bill that extends executive board and Office of Adminstrative Law authority in health care.

Highlights:

  • Authorizes the board to do the following (Sec. 1): 

    • Ability to collect premiums and assist in the administration of subsidies; 

    • Ability to enter contracts;

    • Ability to sue and vice versa; 

    •  Ability to receive money from the following US agencies: 

      • State, municipality, county, and/or other state subdivision.

    • Ability to receive money, as long as it is compliant with the conflict of interest section, from the following: 

      • individuals, associations, private foundations, and corporations. 

    •  MISSING A POINT fixing it now 

    • Authorizes collaboration with State Department of Health Care Services and the Managed Risk Medical Insurance Board to allow individuals the ability to stay with a carrier and network provider if they are eligible for Medi-Cal Program and eligible for premium tax credit, or is ineligible for Medí-Cal program but elig bor for Premium tax credit after exchange ; 

    • Authorizes the sharing of information with state departments that is necessary to administer the exchange; 

    • Requires carriers in the Exchange to provide directory of contracting health care providers. May require the carrier to provide updated information to the exchange. May require a way to directly transmit relevant information to the exchange; and 

    • Requires available supplemental coverage for Exchange admits, as permitted by the federal act and it does not cover cost of coverage. 

  • Specifies a collection of information if it is necessary to the Exchange and compliant with the federal act (Sec. 1). 

  • Authorizes boards to standardize products offered at the Exchange. Standardized products require board meetings prior to their adoption for the Exchange (Sec. 1). 

  • Exempts rulemaking provisions by the Administrative Procedure Act from adopting and repealing regulations established in this subdivision (Sec. 1).
