Title: Authorizes Modified Utility Vehicles to Drive on Highways

Vote to override the Governors veto and pass a bill that authorizes modified utility vehicles on highways in North Carolina.

Highlights:

  • Authorizes that any owner of an all-terrain vehicle, modified utility vehicle, or utility vehicle may apply to the division for a certificate by completing an application on a form provided by the division and paying a fee (Sec. 1). 

  • Specifies the application must require at the minimum the following, including (Sec. 1.1-4-5):

    • The owners name;

    • Mailing address and residence, 

    • A driver's license number;

    • A description of the vehicle including the make and model; and 

    • A statement of the owner's title and all liens of the vehicle including all past names and addresses of lienholders and the dates.

  • Authorizes refusing registration or certificate of title if the vehicle is an all-terrain vehicle or utility vehicle and the division shall refuse registration or transfer but issue a certificate of title as provided (Sec. 1B). 

  • Authorizes safety inspections for low-speed vehicles performed at a location other than the inspection station by a station that has a safety inspection license issued by the division by a mechanic employed by the station (Sec. 2A). 

NOTE: A THREE- FIFTHS MAJORITY OF THE ELECTED MEMBERS IS REQUIRED TO OVERRIDE A GOVERNOR'S VETO.
