Vote Smart's Synopsis:

Vote to adopt a conference report that appropriates a classified amount of money to United States intelligence agencies, including the Central Intelligence Agency, the Department of Defense, the Defense Intelligence Agency, the National Security Agency, and the Department of Homeland Security.

Highlights:

• Expands the definition of "financial institution" to provide the federal government with access to an increased number of businesses' financial records such as casinos, automobile dealerships, and travel agencies when investigating terrorism.

• Requires the establishment of a counter terrorism training program for officials in government agencies or representatives of private sector organizations who have responsibilities relating to the supervision of first responders, counter terrorism, or critical infrastructure.

• Instructs the Director of Central Intelligence (DCI) to carry out a three-year pilot program to test and evaluate methods to promote employment equality in the intelligence community.

• Expresses the sense of Congress that the intelligence community should recruit and employ former members of the Armed Forces who served in Iraq or Afghanistan.

• Requires the DCI to submit to Congress a report on the intelligence lessons learned from the war in Iraq within a year of enactment and a preliminary report on the conventional weapons and ammunition obtained in Iraq that violate U.N. Security Council resolutions within 90 days of enactment.

• Establishes the Office of Intelligence and Analysis within the Department of the Treasury.

• Specifies the following appropriations: 
• $226.4 million to the Central Intelligence Agency Retirement and Disability Fund;
• $221.51 million to the Intelligence Community Management Account of the DCI, including $47.14 million to the National Drug Intelligence Center
