Vote Smart's Synopsis:

Vote to pass a bill that prohibits U.S. troops from serving under United Nations (U.N.) commanders, unless the President certifies that it is necessary for national security, and reduces U.S. payments for U.N. peacekeeping operations, among other provisions.

Highlights:

• Prohibits Department of Defense funds from being used for activities of the armed forces that are placed under U.N. command or control without Congressional approval, unless the President certifies that such command is necessary to protect US national security interests or North Atlantic Treaty Organization (NATO) operations.

• Limits U.S. expenditures for U.N. peacekeeping operations by measures such as capping U.S. voluntary contributions at 20 percent or less of the total amount of all contributions for the operation.

• Prohibits funds from being used in U.N. peacekeeping activities unless the Secretary of State certifies that U.S. suppliers are being given equal opportunities to provide equipment, material, and services for such activities.

• States that the President should establish a program to assist the transition into NATO of Poland, Hungary, the Czech Republic, Slovakia, and any other European country emerging from communist rule, as long as each country meets specified standards and undertakes certain commitments.

• Allows Department of Defense funds in fiscal year 1996 for national missile defense programs to exceed fiscal year 1995 funds for the same programs.

• Requires the Director of Central Intelligence to create guidelines regarding the provision of intelligence information to the U.N.
