• Authorizes a state to determine if institution, entity, or individual that performs abortions qualifies for participation in Medicaid programs (Sec. 2).

• Exempts an institution, entity, or individual that performs an abortion from the above provision in the following circumstances (Sec. 2):
• The woman’s pregnancy is the result of an act of rape or incest; or
• The woman suffers from a physical disorder, physical injury, or physical illness that would place the woman in danger of death, unless the abortion is performed.
