Vote Smart's Synopsis:

Vote to pass a bill that requires the Environmental Protection Agency (EPA) to base carbon emissions standards on technology that has been in use for at least 1 year.

Highlights:

• Prohibits the Administrator of the EPA from implementing or enforcing any rule establishing emissions performance standards for a greenhouse gas from any new source that is a fossil fuel-fired electric utility generating unit, unless certain actions occur, including, but not limited to the following (Sec. 2):
• The administrator separates sources fueled with coal and natural gas into different categories; and 
• The administrator sets standards based on the best system of emission reduction only after the standard has been achieved for at least 1 continuous 12-month period by at least 6 units within a fossil fuel category.

• Requires the EPA, before issuing a rule establishing standards of performance for emissions, to create a report including the following (Sec. 3):
• The text of the rule;
• The amount of greenhouse gases the rule is projected to reduce; and
• The economic impact of the rule, including impact on the following:
• Economic growth, competitiveness, and jobs in the US;
• Electricity ratepayers;
• Required capital investments and projected costs for new equipment; and
• The global economic competitiveness of the US.
